On March 25–26, ChemClimCircle-2 (CCC-2) partners met in Copenhagen for two days of exchange and collaboration, bringing together municipalities and experts from across the Baltic Sea Region. The focus was clear: how to make public procurement a driver of climate-neutral, circular and chemical-safe solutions.
The meeting opened with a reflection on current progress, challenges and lessons learned. A diverse “bouquet” of procurement cases is emerging across sectors such as construction, ICT, textiles and cleaning. While approaches differ, all aim to integrate the ChemClimCircle (CCC) approach into everyday procurement practice. Construction was highlighted as both a major challenge and a key opportunity due to its environmental impact.
Market dialogue was identified as a crucial but still underused tool. Partners discussed barriers such as limited experience and uncertainty in engaging suppliers, underlining the need for practical guidance.
A key highlight was the preview of the CCC Navigator, a developing framework designed to support municipalities in integrating climate, circularity and chemicals into procurement processes. In parallel, training activities are being developed to build capacity both within the partnership and among external public procurers.
Discussions also addressed broader political challenges, with partners noting that shifting political priorities in some countries are slowing progress on sustainability goals.
Despite this, the meeting reaffirmed the strong potential of public procurement as a lever for change. As CCC-2 moves forward, the focus will be on testing solutions, refining tools and scaling the approach beyond the project partnership.
